Implementation of a Resettlement Action Plan for the acquisition of Land for the Oil Refinery
Strategic Friends International has completed the first contract for the implementation of a Resettlement Action Plan for the acquisition of Land for the Oil Refinery in Kabaale, Buseruka, Hoima District (29 Square Kilometres).
To date, all PAPs (apart from 15 whose are absent out of a total number of 2681) who opted for cash compensation have been compensated and all the 73 PAPs who opted for resettlement have been resettled and currently benefiting from the livelihood restoration programmes developed by Strategic Friends International.
The refinery land acquisition Project Affected Persons have left the land at will without being issued vacation notices and consequently, preliminary developments paving way for the establishment of the refinery like the construction of the international airport and service roads are already underway (see pictures below).
It should be noted that this is the first resettlement action plan of this magnitude to be executed in Uganda involving displacement of many Project Affected Persons (7118) and having over 99.8% of Property owners who opted for cash compensation consent and sign for their cash compensation and have all PAPs who opted for relocation shift to a new site at will.

Developing a resettlement action plan for acquisition of land for refined petroleum product pipeline from Hoima to Kampala
Strategic Friends International is currently developing a resettlement action plan for acquisition of land for the petroleum products pipeline from Hoima to Kampala that is adhering to World Bank safeguard policies on ressettlements.
This is going to be part of the corridor that will connect all the countries in the great lakes region. The pipeline is affecting different ethnicities and decentralized settings.
Part of the activities being conducted includes identification of relocation sites, project management and developing tools for implementation and evaluation, training of Project Affected Persons in financial management, modern agriculture and business enterprises, developing an environmental impact assessment in conformity with climate adaptation and mitigation, development and implementation of gender sensitive community livelihood restoration programmes, designing relocation houses (for those who chose the option of relocation) and support infrastructure such as schools, Health Centres Service Roads, Churches and Mosques and supervising respective constructions.
It is clear that the experience gained from the assignment can be replicated in this proposed consultancy

Developing a 20-Year Master Plan and Strategic Environmental Assessment for the Source of the Nile Area in to an International Tourism Destination
Strategic Friends International is currently developing a 20-Year Master Plan and Strategic Environmental Assessment for the Source of the Nile Area into an International Tourism Destination funded by the Government of Uganda through the Ministry of Tourism, Wildlife and Antiquities.
The assignment is involving developing the long-term tourism concept, developing a master plan, a Strategic Environmental Assessment and an investment plan that is sensitive to gender issues.
The job accountabilities of the consultant include; development of mentoring and evaluation plan including indicators for performance reviews, development of capacity needs assessment, development of environmental and social management frameworks and environmental management mitigation measures.

We made recommendations for the expansion and renovation of public utilities in the neighboring communities such as Buresuka Health Centre III. Kabaale Health Centre III and Buseruka Primary School, after the findings of the social economic baseline survey indicated that the Affected Persons would relocated to the neighboring communities.
To date, expansion, renovation and relocation of the said facilities has been executed by the Inter-ministerial committee on implementation of livelihood and community development programmes.
